According to Bethesda, their partnership with AMD will allow them to fully utilize the AMD Ryzen 7000 CPU and AMD Radeon 7000 GPU lineup, harnessing every bit of performance they have on offer. Bethesda's Todd Howard (Executive Game Director) stated that they have several engineers from AMD who are optimizing the game with their own dev team. The game is said to include FSR support (FSR 2) at launch & will also host a range of optimizations around the multi-threaded chip designs on PCs and Xbox Series consoles.
It is kind of odd that a major title releasing in the second half of 2023 will not support AMD's FSR 3 technology which is also meant to launch this year. Having FSR 3 in a major title such as Starfield would've definitely looked great for the red team but it is likely that more time is needed for FSR 3 to launch.

The PC requirements for Starfield have already been released and require SSD as a minimum for optimal game performance. Considering the scope of the world and the number of planets & hub areas available within the game, it makes sense why the SSD requirement has been made to make sure everything loads speedily. Starfield launches on September, 6th, 2023, on the Xbox Series S/X, PC, and Game Pass. AMD hasn't announced a Starfield game bundle yet but it is possible that we may see one in the future given this new partnership.
